New Builder Licensing to be Administered by the Homeowner Protection Office

A new system of Minimum Qualifications for Licensed Residential Builders in British Columbia will be administered by the Homeowner Protection Office, a branch of BC Housing.
 
The proposal is based on work done in partnership with the industry since 2005 to enhance professionalism in the residential construction sector in British Columbia by introducing education and training qualifications as a condition of residential builder licensing.
 
All existing licensed builders will be grandfathered and exempted from meeting the Minimum Qualifications. Like many other professions, a new Continuing Professional Development (CPD) program will be introduced for all new and existing licensed residential builders of single family, duplex, and structures containing less than five dwelling units.
 
The administration of the Minimum Qualifications process by the Homeowner Protection Office will be a complement to the existing licensing system and will result in no additional licensing fees to residential builders.
 
Proposed changes to the Homeowner Protection Act regulations are needed to enable these new requirements. The enhanced system is expected to be phased in beginning sometime in 2014.
 
HPO worked closely with the sector to develop the new system of minimum qualifications and will continue to work with the building industry to implement the new system to ensure it is fair and accessible to all builders across the province. 
 
The HPO will establish an advisory council to be chaired by a representative of the home building industry. The council will operate as a standing committee of BC Housing’s Industry and Consumer Advisory Council (ICAC) which was established under the Homeowner Protection Act. Industry representatives bring their collective expertise to ICAC which assists in identifying new and emerging issues and opportunities in the residential construction industry and consumer protection.

Eight GVHBA members were named finalists in 13 categories for the SAM Awards, which celebrate excellence in new homes, home renovation, innovative technology and construction, outstanding presentation and marketing across Canada. Adera Development Corporation and Concert Properties led the pack with four finalist placements, followed by TQ Construction with three, Portrait Homes and Solterra Development who received two each, and Eurohouse Group, reVISION Custom Home Renovations, and Upward Construction and Renovation who received one finalist placement each. Congratulations to our members! CHBA National SAM Award winners will be presented at the CHBA's announced 71st National Conference on April 4, 2014 in Whistler, British Columbia.

CHBA Actions Result in Canada Post Suspending $200 CMB Fee for Two More Years - to 2016

CHBA is very pleased to announce that today we have been informed that Canada Post has agreed to "defer the implementation date of the community mailbox fee for new development for a [further] two-year period until January 1, 2016."
 
This is a significant victory for CHBA's members, and especially for new home buyers, from coast to coast.  CHBA will continue to oppose any implementation of the proposed fee in the future, and, in the meantime, developers, builders and new homebuyers can rest assured that no fee is coming for at least 2 years.  With the sweeping changes underway at Canada Post, we will see what 2016 will bring; CHBA will of course remain vigilant and active accordingly.
 
In late 2012, Canada Post announced its intention to unilaterally impose a $200 fee per mailbox on new home buyers. Thanks to the coordinated efforts of CHBA at all three levels, and the actions taken by its members, in July 2013 Canada Post agreed to suspend its Community Mailbox (CMB) fee until January 1, 2014.
 
This action acknowledged CHBA's perspective and allowed for further consultation with CHBA.  That initial one-year suspension alone saved our industry and new home buyers tens of millions of dollars in 2013. 

Subsequently, CHBA's discussions with Canada Post led to a potential reduction of the fee and better terms for its implementation.  However, after careful review, CHBA's Board of Directors concluded unanimously that better terms were not the point and that CHBA needed to remain steadfastly opposed to any such fee, period, both for our industry and for unsuspecting new homebuyers.
 
Based on that Board decision, CHBA advised Canada Post of its absolute opposition to any such fee. Further discussions and correspondence ensued, as CHBA emphasized to Canada Post the fee's blatant unfairness on several levels and the Association's ongoing commitment to actively oppose any attempts to implement the fee.
 
Today's announcement is therefore a welcome development.  While we have been at loggerheads with Canada Post on this issue, and despite a lack of initial consultation when they first tried to implement the fee, we do acknowledge Canada Post's more recent willingness to consult with CHBA and take corrective action as a result.   We are pleased that those discussions have led them to extend the fee suspension for two more years.  Very importantly, we also send kudos throughout CHBA at all three levels of our Association for the collective efforts that have led to this successful outcome.

On Tuesday, February 11, the Britich Columbia Building Envelope Council (BCBEC) and the Homeowner Protection Office (HPO), a branch of BC Housing present the 2014 Half-Day Workshop: Building Smart with Energy Efficiency

To be held at the Italian Cultural Centre in Vancouver from 8 a.m. - 12 p.m., this half-day workshop will focus on energy efficiency in new and retrofit buildings. Industry leaders will provide insight into key issues, including insulation strategies, high performance walls and energy efficiency code requirements. The workshop is presented by the BC Building Envelope Council (BCBEC) and the Homeowner Protection Office (HPO), a branch of BC Housing.

First-time winners join longstanding honourees at 22nd Annual Georgie Awards®
 
VANCOUVER, BC February 1, 2014 - The best of B.C.'s residential builders, renovators, designers and marketers were honoured tonight at the 22nd annual Georgie Awards® gala at the Vancouver Convention Centre West.
  
The Georgie Awards®, which are presented by the Canadian Home Builders' Association of BC (CHBA BC) and BC Homes, recognize the gold standard in B.C.'s residential home construction industry. This year's winners, selected by a respected jury of independent industry professionals from outside the province, are an exciting mix of up-and-coming companies, first-time winners and longstanding honourees.
 
First-time winners took the top prizes for Best Single Family Homes: Talisman Homes (Resort Living, Tsawwassen, under $500,000); Saiya Developments (The Roof, North Vancouver, under $750,000); and Sopka Development (Esquimalt, West Vancouver, over $750,000).
 
Repeat winner Solterra Developments returned strong this year with three wins for its Keefer Block condo project in Vancouver, as did Adera Development and Portrait Homes, each winning awards in two categories. Adera won for Multi-Family Home Builder of the Year and Best Multi-Family Low Rise Development (Sail in Vancouver) and Portrait Homes won Single Family Production Home Builder of the Year and Residential Community of the Year (Hampstead in Maple Ridge).
 
Perhaps the most noteworthy wins of the evening, awards for best environmental projects went to Atira Women's Resource Society for its recycled shipping container housing development in Vancouver.
 
"The excellent work from the winners - and indeed all the finalists - demonstrates that B.C. is truly the leader when it comes to innovative design and quality construction," says Rob Capar, President of CHBA BC.
 
The awards cover projects and products built, renovated, developed, created and/or marketed for the period of January 1, 2012 to July 31, 2013. Winners were announced at the black-tie awards, emceed by local broadcasting icon Wayne Cox, and featured entertainment by versatile musician Andrew Johns.

An SFU researcher says extremely complex application processes for residential developers appears to be one of the factors behind Metro Vancouver's poor housing affordability.
 
Urban Studies associate professor Meg Holden is leading the annual Getting To Groundbreaking study on behalf of the Greater Vancouver Home Builders Association and other partners.
 
It's expected to shed light on the varying municipal development policies, fees and processing times around the region that affect housing costs, supply and affordability, as well as recommended best practices.
 
"The more sustainable a city, the more expensive and exclusive its housing," Holden said. "This study will help us understand how to make cities more sustainable for all residents, rich and poor."
 
Metro Vancouver's population is growing by 3,000 new residents each month and it's projected that nearly half a million new homes will be needed to house a million more residents by 2041.
 
The Getting To Groundbreaking findings are expected late this spring and the 2014 report will focus on helping cities meet housing demand for townhomes.
 
Holden began web-based surveys in February and is urging home builders, municipal employees and other stakeholders in Metro's 19 largest communities to participate. Interested parties can email G2G@sfu.ca.

Affordability crisis: Greater Vancouver Home Builders' Association says the answer is to build more dwellings

One of the world’s leading voices on sustainability and the future of the planet recently sounded an alarm bell, warning that the shortage of housing supply in cities across the globe is threatening quality of life.

In an article in Britain’s Guardian newspaper, Alex Steffen, a San Francisco-based urban futurist, argued there is a huge gulf between available housing and demand for homes in growing cities across the globe. He contends this housing shortage is causing an affordability crisis that undermines the quality of life for the hardworking middle class, worsens inequality and threatens the future of the planet.

Steffen contends that to make housing affordable again, most cities need to catch up to decades-worth of unmet demand over the next few years: “In many cities, this means goals measured in the tens of thousands of new homes; in the fastest-growing cities, it means hundreds of thousands. Build enough housing and (economists and experience both tell us) prices should at least stabilize. Want social justice? Build a lot more housing.”

In order to build this magnitude of housing, Steffen argues that new efforts are needed — efforts not only in scale, but in approach. That challenge, he believes, demands that local governments need to be willing and able to plan and permit the kind of widespread change that will be needed to accommodate this wave of new housing supply over the next few decades.

News of this global housing shortage crisis comes as no comfort to those of us in Metro Vancouver who experience every day the life-altering pressures of housing costs stretching our means. It’s interesting that we’re part of a global trend, but not in any way reassuring to know this.

We know that our regional population is growing at a rate of 3,000 new residents per month. By 2041, the Metro Vancouver region will need a half-million new homes to house a million new residents.

Some are beginning to realize that to combat the housing affordability crisis in Metro Vancouver, we are going to have to seriously figure out how we can close the gulf between supply and demand.

Some extraordinary measures will be needed to accomplish this and some very ordinary measures — small innovations — also will help.

One way of improving the ability of the market to respond with housing supply is to ensure that municipalities and developers are working effectively together to plan and approve new housing projects.

The Greater Vancouver Home Builders’ Association recently launched an initiative to figure out how to get new housing development projects to the groundbreaking stage, recognizing that we do have a housing shortage and supply is required.

Getting to Groundbreaking — or G2G — is a comprehensive program that will look at the costs, the charge structures, the processes and the policies that go into the processing and eventual approval of new housing development applications in municipalities throughout the region. An annual G2G survey will gather data from both municipalities and developers to benchmark application costs, approval times and management practices. Working with local governments, GVHBA will conduct background research on housing policy regulations and their impacts, hoping to identify innovative ways in which municipalities and developers are already working together to meet housing demand or new innovations where they can work more effectively together.

This initiative promises to be a rigorous one, based on credible research methods. Simon Fraser University’s Urban Studies Program researchers are partners in the project with the GVHBA, and they will be guided by an advisory group that includes members of local governments, the Urban Development Institute, the BC Non-profit Housing Association and Toronto’s Ryerson University.

It is intended to be a long-term initiative, with the promise of an annual report on the benchmarks, highlights on best practices and case studies.

GVHBA hopes the Getting to Groundbreaking initiative will provide some workable ideas on addressing the pressing housing needs in the region.

What’s most encouraging about this initiative is that it focuses on supply as the answer to the affordability challenge.

We’ve been struggling with this challenge in Metro Vancouver for far too long, while we have ignored what Steffen said in his call to action: “Our only choice is to build, build, build.”

Building Smart #19 – New Energy Provisions in the BC Building Code

The energy efficiency requirements for residential homes are changing in December of this year. The BC Building Code will include a new section 9.36 with various insulation and mechanical requirements as well as options for designers and builders on how to conform. Building Smart #19 will explore these new requirements through practical examples.
